Key Responsibilities Monitor and control project costs for offshore upstream operations in line with approved budgets and AFEs (Authorizations for Expenditure). Prepare accurate and timely cost reports, variance analyses, and cost forecasts for project management and senior leadership review. Develop and maintain cost control systems, tools, and procedures aligned with operator company standards and project-specific requirements. Collaborate with project engineers, procurement, and finance teams to track commitments, actuals, and accruals. Support the preparation of annual budgets and periodic budget revisions for upstream projects. Identify cost trends, risks, and opportunities; escalate issues to the team and relevant stakeholders in a timely manner. Assist in the preparation of project cost management plans and contribute to lessons-learned documentation. Liaise with operator representatives on cost reporting requirements, audits, and joint venture cost queries. Support month-end and year-end closing activities in coordination with the finance and accounting team. Qualifications & Requirements Education Bachelor's degree in Finance, Economics, Engineering, or a related field. A professional qualification (e.g., CIMA, ACCA, PMI-SP) is an advantage. Experience 4–6 years of hands-on cost control experience within the upstream oil and gas industry. Prior experience at an operator company is strongly preferred. Demonstrated experience with cost management and cost control. Familiarity with Joint Venture (JV) reporting, Production Sharing Agreement (PSA) environments, and AFE management is a significant advantage. Technical Skills Proficiency in cost control software and ERP systems (SAP, Oracle, or equivalent). Advanced Microsoft Excel skills; experience with Power BI or other data visualization tools is an advantage. Solid understanding of project accounting principles, WBS structures, and cost coding systems. Knowledge of upstream project lifecycle phases — Appraisal, FEED, Execution, and Operations. Soft Skills & Other Requirements Strong analytical skills with a high attention to detail and accuracy. Effective communication skills with the ability to present financial data clearly to non-financial stakeholders. Ability to work in a fast-paced, multicultural project environment and manage multiple priorities. Fluency in English is required; Azerbaijani and/or Russian language skills are an advantage.
