Job Purpose
The Head of Projects Department is responsible for providing strategic leadership and direction to all Company projects from initiation to delivery, ensuring alignment with organizational objectives, budget and schedule. The role oversees project planning, execution, risk management, quality assurance and stakeholder engagement across multidisciplinary teams. The Head of Projects Department ensures that all projects are delivered safely, efficiently and in compliance with Company standards, regulatory requirements and industry best practices.
Key Responsibilities:
Lead the end-to-end planning, design and safe execution of complex oil and gas projects in compliance with applicable legislation, industry standards, IOC practices and internal Company policies.
Provide overall leadership and accountability for the Projects Department and portfolio of capital projects.
Develop project execution strategies, governance frameworks and stage-gate assurance processes.
Support business case development, economic evaluations and investment decisions.
Ensure projects achieve HSE, quality, cost, schedule and production objectives.
Lead multidisciplinary teams and promote a high-performance culture through coaching, mentoring, succession planning and competency development.
Promote accountability, teamwork, innovation and continuous improvement within the Projects Department.
Ensure effective resource planning and organizational capability development.
Ensure compliance with the Company’s HSE policies, standards and procedures, UBOC’s Safety Management Systems, and applicable ISO 9001, ISO 45001 and ISO 14001 requirements.
Establish and maintain Project Quality Management Systems aligned with company and industry standards.
Coordinate and oversee the activities of contractors, subcontractors and third parties to ensure the quality and consistency of works.
Drive contractor HSE performance and incident investigation, lessons learned and continuous improvement.
Oversee the implementation of new technologies, methodologies and processes aimed at improving efficiency, reducing costs and enhancing operational activities.
Conduct regular project reviews and audits, identify risks and take appropriate measures to mitigate them.
Act as the key liaison between senior management, shareholders and external stakeholders on matters related to project progress and strategic initiatives.
Drive project’s procurement processes, conduct evaluations and provide expert recommendations to support decision-making.
Education and Experience:
Bachelor’s or Master’s degree in Engineering, Project Management or a related technical field.
Minimum 15 years of professional experience in oil and gas projects, with at least 5 years in a senior leadership role.
Experience delivering offshore, subsea, brownfield and/or greenfield developments.
Strong knowledge of project management, project controls, contract management and project assurance.
Experience managing large multidisciplinary teams and contractors.
Professional certification (PMP, Chartered Engineer or equivalent) preferred.
Essential Skills and Qualifications:
Strong technical background in Major Oil and Gas Projects delivery.
Proven experience in managing large-scale, multidisciplinary and international projects.
Strong understanding of project lifecycle management, from concept through FEED, execution, commissioning and handover.
Expertise in project planning, budgeting, cost control and risk management.
Ability to establish and implement project governance frameworks, standards and KPIs.
Solid understanding of HSE principles and regulatory compliance.
Experience working in international or multicultural environments.
Fluency in English; knowledge of other languages is an advantage.
Desirable Skills and Qualifications
Familiarity with digital transformation tools and project analytics.
