Limits on card-to-card transfers: five operations a day — what changes for buyers and sellers

Limits have been introduced on card-to-card operations in Azerbaijan. As navigator.az reports, under an agreement between the Central Bank and commercial banks the changes have applied since 1 August 2026. The stated goals are stronger action against fraud in digital payments, prevention of tax avoidance and misuse linked to illegal gambling, and greater transparency.

The main terms

• The number of top-ups to a card and transfers from a card is capped at five per day (each direction counted separately).
• No daily amount limit applies; the monthly limit is 20,000 manats for both incoming and outgoing transfers.
• Transfers between a customer's own cards, operations with close relatives' cards and cards tied to a business account may be exempt.
• There is also a cap on the number of cards: apart from salary, pension, social-benefit, deposit and online-payment cards, one card per product; one card per product for each foreign currency as well. For e-wallets: two in the national currency and one per foreign currency.
• A transfer must carry a purpose: «Purchase of goods», «Purchase of services» or «Personal and other transfers»; the last option requires an explanation of at least 10 characters.

What changes for deals made through listings

Five operations a day is no obstacle for an ordinary buyer, but it is tight for an active seller making many small sales in a day — for them a business account and an official payment channel fit better. The second practical change is the purpose field: presenting a sale of goods as a «personal transfer» is no longer a neutral step.

The rules of a safe deal do not change

• Treat deposit schemes with caution. «Guarantee money» transferred before you have seen the item is the most common trick.
