Two Latin letters — when a series fills up, the next pair is used. In practice the letters I and W do not occur.

The table is ordered by code. Codes were mostly assigned in the alphabetical order of the Azerbaijani district names, which is why the list starts with 01 Absheron. The cities and districts of the Nakhchivan Autonomous Republic use 67–75, and the additional Baku series are 77, 88, 90 and 99.

Why does Baku have five codes?
A single code can only produce a limited number of plates, and the capital has many times more cars than the rest of the country. When a series fills up, a new one is opened: first 10, then 90, 77 and 99, and since March 2026 plates with series 88 have appeared on the roads. All five codes are equally Baku registrations — none is “better” than another.
Unused and legacy codes
- 13 — not assigned to any district; the list goes straight from 12 to 14.
- 85 — used to be the general series of the Nakhchivan Autonomous Republic. In 2016 every district of the republic received its own code (67–75) and 85 is no longer issued for new registrations; old plates can still be seen on the roads.
- 70 — shown as Nakhchivan in older lists; the current code of Nakhchivan city is 75.
- Codes 76, 78–84, 86, 87, 89 and 91–98 do not belong to any area. If you see a plate with one of them, it has either been misread or it is not an Azerbaijani plate.
Plate types: what the colours mean
The region code appears on standard (white) plates and on plates of the same format. The colour of the plate shows the status of the vehicle.
White plate — the standard format
Black characters on white: two digits, two letters, three digits. The vast majority of private and company cars carry this plate.
Blue plate — passenger transport
White characters on blue. Issued to vehicles used for carrying passengers — taxis and buses.
Red plate — diplomatic
White characters on red. Series “D” is for diplomatic missions and diplomats, series “T” for administrative and technical staff, series “FK” for honorary consulates. The digits here are not a region code.
Yellow plate — foreigners
Black characters on yellow (light orange): one letter and digits. “H” marks a vehicle of a foreign citizen, “M” a representative office of a foreign company. There is no region code.
Transit plate
Black characters on white with a green stripe and the “AZ/TR” mark on the left. Issued temporarily to a vehicle that is not yet permanently registered or has been deregistered to be moved elsewhere.
Motorcycles and two-row plates
A motorcycle plate has two rows: the region code and one letter on top, three digits below. On the square rear plate of a car the code is also in the top row and no hyphens are used.
The letter series “YP” is used on service vehicles of the State Road Police.
What the code tells you — and what it does not
- The code shows where the vehicle was registered — not where the owner lives now or where the car currently is.
- Capital series dominate the market: 77% of the plates recognised in Prayk listings carry a Baku code (10, 77, 88, 90, 99).
- Cars with regional plates are often sold in Baku: about 20% of listings with a regional series are posted from Baku.
- The code says nothing about the condition, mileage or accident history of the car — that takes a VIN check and an inspection.
A short history
- Soviet period
Plates followed the all-Union standard; the Azerbaijan SSR was allocated the letter series АГ, АЖ and АЗ.
- 1990s
After independence a national Latin-script format was introduced: the first two digits identify the district of registration, with the flag and the “AZ” code on the left.
- 2011
The design was refreshed: the flag became rectangular and a security element was added to the plate.
- 2015
State standard AZS 599-2015 came into force — plate types, main dimensions and technical requirements.
- 2016
The districts of the Nakhchivan Autonomous Republic received separate codes (67–75).
- 2026
Baku started issuing plates with series 88.
Frequently asked questions
Which region is plate code 77?
77 is a Baku series. Baku has five codes: 10, 77, 88, 90 and 99 — all of them equally mean registration in the capital.
Where does series 99 belong?
99 also belongs to Baku. Some older lists call it a “nationwide code”, but in practice series 99 plates are issued to vehicles registered in the capital.
What are series 88 plates?
88 is the newest Baku series, issued since March 2026. The reason is simple: the number of cars in the capital keeps growing and the earlier series are filling up.
Which cities use codes 01, 20 and 50?
01 is Absheron district (centre: Khirdalan), 20 is Ganja and 50 is Sumgayit. After the Baku codes these are the most frequent series on the market.
What is the plate code of Nakhchivan?
Nakhchivan city is 75. Districts: Babek 67, Sharur 68, Ordubad 69, Shahbuz 71, Julfa 72, Sadarak 73, Kangarli 74. The former general series was 85, not issued for new registrations since 2016.
What are the codes of the Karabakh and East Zangezur districts?
Karabakh: Aghdam 02, Aghjabadi 04, Barda 09, Fuzuli 19, Khankendi 26, Khojavend 28, Shusha 58, Tartar 59. East Zangezur: Jabrayil 14, Kalbajar 32, Gubadli 39, Lachin 41, Zangilan 64.
Why are 17 Shabran, 18 Shirvan and 25 Goygol out of alphabetical order?
When the codes were assigned these places had different names: Davachi (17), Ali Bayramli (18) and Khanlar (25). They were renamed in 2008–2010, while the codes stayed the same.
Why is there no code 13?
13 is not assigned to any city or district — the list goes straight from 12 Bilasuvar to 14 Jabrayil.
Can I find the owner of a car by the code?
No. The code only shows the area of registration. Owner details are not public and are not shown on this page.
Can a car with a regional plate be driven in Baku?
Yes. The region code imposes no restrictions — a vehicle with any code can be used anywhere in the country.
