Jobs and housing in Karabakh

People search for “jobs in Karabakh” and “houses in Karabakh” a lot, but there is no ordinary listings market there yet: resettlement runs under a state programme and housing is allocated by the state. This page explains who can move and how, how to look for work, and how many listings Prayk has in these cities.

  • Great Return: first state programme 2022–2026
  • Housing is allocated by the state
  • Jobs: State Employment Agency and DOST

Current situation

Return to the liberated territories proceeds in stages under the “Great Return” state programme; the first programme covers 2022–2026.

  • Resettlement is run by the State Committee for Refugees and IDPs — convoys to Lachin, Fuzuli, Shusha, Khankendi, Khojaly, Aghdam, Jabrayil, Kalbajar, Zangilan, Khojavend and villages continue.
  • City master plans are approved; housing, schools, hospitals and workplaces are built by the state.
  • A free sale-and-rent market has not formed yet — which is why private offers for Karabakh are scarce on listing sites.

Housing in Karabakh: who and how

Apartments and houses are allocated by the state to former internally displaced persons — they are not sold or rented out.

  • Those resettled are families registered in the area before the First Karabakh War; a family can return only to its own district of registration.
  • Families living in unsafe buildings, dormitories and sanatoriums come first in the queue; the specific apartment is assigned by lottery.
  • The possibility of citizens from other regions buying homes in Karabakh has been announced, but the procedure and start date have not been published.
  • Selling or renting out allocated homes by resettled families is not provided for at this time.

For questions about the queue, documents and your address, contact the State Committee (link below).

Jobs in Karabakh

Workplaces are mostly in public institutions, construction, agriculture, education and services; vacancies are filled through the official employment system.

  • The State Employment Agency holds job fairs in Khankendi and other cities — a single fair offers hundreds of vacancies (Khankendi: 222).
  • How to apply: the regional employment branch or a DOST centre for your actual address of residence; vacancies are listed on the e-Sosial portal.
  • Karabakh University (Khankendi) has operated since 2024 — teaching and staff vacancies are announced separately, and staff are provided housing in Khankendi.
  • Private-sector Karabakh vacancies (construction, hotels, logistics) are usually posted with a Baku address — search for “Karabakh”, “Shusha”, “Khankendi”.

What Prayk has

Karabakh cities are selectable on Prayk like any other city; as listings grow, section links in the table below open automatically.

  • Each city has its own page — we link to it at 8 or more listings; below that there is no link (we do not send you to an empty page).
  • Sellers pick the city in the listing form — if you have an offer for Karabakh (a job, equipment, a service), choose the city correctly so it shows up here.
  • Revealing the number and messaging the seller works without signing in; a saved search notifies you about new listings.

Official sources

This page is informational and based on open sources; Prayk is not a government body and makes no decisions about the resettlement queue. For official rules, contact the agencies above.
