Rent with an obligation to sell: 208 flats from 620 manats a month — set against the market median

Under its rent-with-an-obligation-to-sell scheme, the Mortgage and Credit Guarantee Fund has offered 208 new, fully renovated flats on Mammad Asadov Street in the settlement of Saray, Absheron district. As navigator.az reports, the flats have one, two or three rooms and monthly payments start from 620 manats. Applications and unit selection run through the «Electronic mortgage and credit guarantee» system integrated with e-gov.az, using SİMA biometric identification.

What makes the scheme different

With ordinary renting the money you pay is gone. Under rent-with-an-obligation-to-sell the payments go towards ownership — the product sits between renting and a mortgage. So the monthly figure should be read not as «is this rent cheap or dear» but as «what ownership does this money buy».

Against the market median

In the Prayk catalogue on 12 September 2026, median monthly rents in Baku are:

  • one room — 500 AZN (519 listings);
  • two rooms — 750 AZN (4,121);
  • three rooms — 1,098 AZN (3,416);
  • four rooms — 1,500 AZN (588).

So 620 manats is below the median rent for a two-room flat in Baku (750 AZN) — and it leads to ownership. The comparison is not like-for-like, though: this is not Baku but Saray in Absheron, where the daily commute and infrastructure differ. To be straight about it: we have too few rental listings in Absheron to derive a statistically sound median, so we give no figure for that area.

One more number for scale: the median sale price of a flat in Baku is 233,000 AZN (across 23,104 listings). That is what makes the «ownership through a monthly payment» model interesting.
