Land auctions: 20 plots across 7 districts — how to compare an auction with the listings market
The State Service for Property Issues (SSPI) is holding land tenders and auctions. As navigator.az reports citing the official notice, the upcoming sale offers 20 land plots belonging to the municipalities of Shirvan, Sabirabad, Salyan, Lankaran, Zardab, Khachmaz and Aghjabadi. The plots are designated for individual housing, business and agriculture: those for sale include business plots of 100 and 1,200 square metres, while those leased for 15 years include arable land (1.2-7.65 ha) and pasture (7.09-19 ha).
Auction versus ordinary listing
- Price mechanism. An auction announces a starting price that rises through competition; on the listings market the price is the seller's offer and a matter for negotiation.
- Designated use. Municipal land comes with a specific designation (housing, business, agriculture), and that governs what you may do with it.
- Term. For leases the key parameters are the term (15 years, say) and the annual rent; ownership does not transfer.
- Documents. In both cases the central question is the plot's size, boundaries and paperwork — clarify them in advance.

That median mixes the whole country and every plot size, so when comparing with a specific plot always look at the price per sotka or hectare: the same sum can mean four sotkas in Absheron or several hectares in the regions.
