Buying or adopting a dog: breed, vaccines, rules and prices (2026)

Before getting a dog, answer three questions: where will it live (a flat or a yard), how much time can you give it each day, and what is your budget for the first year. The dog's health and papers matter more than the breed. On 27 September 2026 Prayk's Dogs section had 1,295 listings; the median price of the latest 500 was 300 AZN, with half between 150 and 500 AZN.
Short answer: small and medium breeds suit a flat, large guard breeds suit a yard. Ask the seller for vaccination records or a veterinary document, and don't transfer money before seeing the dog, at least on a video call. Under the rules, a family living in a flat in a multi-storey building may keep one dog and two cats. On 27 September 2026 the median prices on Prayk were 350 AZN for a poodle, 390 AZN for a spitz, 300 AZN for a kangal and 150 AZN for a German shepherd.
Flat or yard: which dog suits you?
- For a flat. Small and medium, calm breeds: poodle (especially the smaller varieties), spitz, Maltese, chihuahua, Yorkshire terrier. A small dog still needs walks several times a day and attention.
- For a yard and guarding. Large breeds: alabai, kangal, Caucasian shepherd, gurdbasar. They need a large area, a solid fence and an experienced owner; a flat is hard on both the dog and the neighbours.
- For an active owner. Energetic breeds such as the German shepherd, labrador and husky need long walks, exercise and training.
- Mixed-breed dog. Often healthy and adaptable; a good choice if you want to adopt.
When choosing a breed, consider the adult size, coat care (shedding or regular grooming), food costs and whether there are children in the family.
How much does a dog cost: prices by breed
The table separately measures listings among the latest 500 in Prayk's Dogs section that name the breed in the title or description (27 September 2026). The median is the middle price when listings are sorted by price; “half” is the range of the middle half of listings.
| Breed | Listings measured | Median, AZN | Middle half, AZN |
|---|---|---|---|
| Poodle | 63 | 350 | 250–528 |
| Spitz | 34 | 390 | 250–500 |
| Gurdbasar | 34 | 150 | 70–250 |
| German shepherd | 32 | 150 | 100–300 |
| Kangal | 25 | 300 | 250–500 |
| Alabai | 16 | 350 | 225–663 |
| Maltese | 15 | 550 | 285–1,600 |
| All dog listings | 500 (of 1,295) | 300 | 150–500 |
Labrador, cane corso, rottweiler, Yorkshire terrier and chihuahua have fewer than 15 listings each, so we give no median. Price depends on age (puppy or adult), papers, the parents' pedigree and delivery. The very wide range for the Maltese (285–1,600 AZN) shows this well: the same breed name covers both puppies without papers and dogs with official documents. Most listings are in Baku (308 of the latest 500), followed by Absheron settlements and Ganja.
Health and papers: what should you check?
- Vaccination records. Ask which vaccines were given and when, and see the record. About a third of the latest 500 listings (153) mention vaccinations, while the word “passport” appears in only 32 — so you will have to ask about papers yourself.
- Veterinary passport. In February 2024 the Food Safety Agency (AQTA) approved the form of the veterinary passport for dogs, cats and other pets; according to the agency, passports are issued by AQTA's regional offices at the owner's request, and the state fee is 20 manat.
- Puppy's age. A puppy should not be taken from its mother too early; puppies are usually rehomed at no less than 8 weeks. Compare the age with the vaccination records.
- Appearance and behaviour. Clear eyes and nose, a shiny coat, no bloated belly; the puppy should be active and curious. If possible, see the mother and where the puppies are kept.
- First vet check. In the first days after buying, take the dog to a vet and confirm the vaccination schedule.
What do the dog-keeping rules say?
Under the “Rules for keeping dogs, cats and other pets in settlements of the Republic of Azerbaijan”, approved by Cabinet of Ministers Decision No. 38 of 9 March 2011:
- each family living in a separate flat of a multi-storey building may keep one dog and two cats, provided this does not disturb the neighbours (2.1);
- dogs may be walked in shared yards and streets only on a short leash, and large breeds on a leash and muzzled (3.1.1);
- no animal may be sold to a person under 18 without the written consent of their parents or guardians (4.3);
- the owner must carry out preventive measures against rabies (5.1.4); selling or giving away a dog without a veterinary certificate, or where the certificate does not show a rabies vaccination, is prohibited.
This is general information. Check the full, current text of the rules on e-qanun.az, and vaccination and passport questions with AQTA's regional office.
How do you protect yourself from scams?
- “Pay first, delivery later”. “We'll send the puppy from another city or abroad — first transfer money for transport, vaccines or insurance” is the most common trap. Don't transfer money before you see the dog.
- A “pedigree” puppy far below market price. If the breed's median is 350–550 AZN, a 50 AZN “puppy with papers” is suspicious.
- Borrowed photos. Ask the seller to show the dog on a video call or photograph it next to a note with your name.
- Pressure. Be careful with a seller who says “transfer today or I'll give it to someone else”.
- Payment requests in chat. Prayk chat shows an automatic warning to both sides under messages asking for payment or card details.
Buy or adopt?
You don't have to buy a dog: some owners who are moving or have other reasons give their dog to a new family for free or a token price, and volunteers look for homes for dogs taken off the street. The same rules apply when adopting: learn about the dog's health, vaccinations and temperament, and have a first vet check. An adult dog's character is already formed — an advantage for many families.
How to search for a dog on Prayk
All listings are in the Animals section (12,298 listings on 27 September 2026); dogs have their own Dogs section. Search for the breed using different spellings (“şpits”, “spitz”, “qurdbasar”). Leashes, bowls, crates and grooming products are in Pet supplies. If nothing fits yet, save your search. About the section's features: the Animals section has been updated.

Sources and methodology
Listing counts and prices come from Prayk's public catalogue API on 27 September 2026: the Animals root section and the Dogs section (with its breed subsections). For Dogs the 500 most recent listings were used; the median and the 25th–75th percentiles were calculated only from listings priced in AZN. Breed segments were selected by how the breed name is written in the title and description (“pudel”, “şpits/spitz”, “kanqal/kangal” and so on), so they are approximate; a listing that mentions several breeds may fall into each of them. We do not publish a median for breeds with fewer than 15 listings. The shares mentioning vaccination and passports were counted by the presence of these words in the listing text. Legal information: Rules for keeping dogs, cats and other pets in settlements of the Republic of Azerbaijan (e-qanun.az); AQTA: veterinary passport form for pets approved (19.02.2024).
