Which plate code is which region? The full table of Azerbaijani license plate codes on Prayk

The plate in a listing starts with 61 — which district is that? Prayk’s new “Plate codes” page decodes the first two digits of an Azerbaijani registration plate: 79 codes, 73 cities and districts, all in one table.
Type a code, get the answer
There is a lookup box at the top of the page. You can type three things: just the code (77), the full plate (77-AA-123) or the name of a district (Shaki). The answer appears instantly: the city or district, its economic region and the other series of the same area. If you typed a full plate, one click searches Prayk for listings of that car.
The most common questions
- Baku has five codes: 10, 77, 88, 90 and 99. The newest is 88.
- Sumgayit is 50, Ganja is 20, Absheron is 01.
- Nakhchivan city is 75; the cities and districts of the autonomous republic use 67–75.
- There is no code 13 — the list goes straight from 12 to 14.
The table is ordered by code. Below it the same codes are grouped by 14 economic regions — if you know where a district is, the code is easier to find there.
Why 17 is Shabran and 18 is Shirvan
The codes were once assigned in the alphabetical order of the Azerbaijani district names. Three places were renamed later: Davachi became Shabran, Ali Bayramli became Shirvan and Khanlar became Goygol. The names changed while the codes (17, 18 and 25) stayed put — which is why they look out of order in the table.
How we checked the table
Lists found online do not agree with each other: in some the codes are shifted, in others the same district appears twice. So we cross-checked the table against our own data. 27,460 plates have been read from the photos and titles of Prayk listings. For codes with many listings, the city with the most listings matches the district in the table; for districts with few listings we relied on the lists.
The data showed two more interesting things. 77% of the recognised plates carry a Baku code. And about 20% of cars with regional series are put up for sale from Baku — the code tells you where a car was registered, not where it is now.
The colour of the plate matters too
The page also explains plate types: white is the standard format, blue is passenger transport (taxis, buses), red is diplomatic, yellow is for vehicles of foreigners, and a green stripe marks a transit plate. The region code only appears on plates of the standard format.
What to keep in mind
The code does not reveal the owner, the condition of the car or its history. Prayk is not an official registration authority — for legally significant matters contact the State Road Police.
