From 1 September, relief for exporters: the state covers up to 70% of shipping costs

A set of concessions for entrepreneurs took effect in Azerbaijan on 1 September 2026. As navigator.az reports, under presidential decrees part of the customs-clearance and transport costs borne by exporters in the non-oil-and-gas sector will be covered from the state budget.

Terms of the scheme

• Up to 70% of transport costs for exports of goods of Azerbaijani origin are subsidised — for rail, air and sea freight and for carriage by vehicles registered in Azerbaijan. For vehicles registered abroad the support is up to 50%.
• The amount is capped: for road, rail and air freight the support cannot exceed 15% of the customs value of the goods, and for sea freight 5%.
• Part of the customs-clearance fees paid by micro, small and medium-sized exporters is also compensated; the amount depends on the product, the destination country and a set upper limit.
• The mechanism also covers overland carriage of goods produced in Nakhchivan to other regions of the country. The concessions are set to run for 10 years.

A tax change took effect on the same date: non-resident digital-service suppliers operating in e-commerce with annual turnover in the country above 10,000 US dollars must register electronically with the tax authority. The requirement applies to companies selling digital services from abroad, not to local sellers.

What is practical here for a small seller

The export relief is addressed to producers and exporters, but the logic is general: when part of the cost falls, competitiveness rises. On the domestic market a cheap sales channel does the same job. Opening a store and posting listings on Prayk is free and there is no commission — as of 12 September 2026 the platform hosts 3,735 stores.
