New build or older building? Baku prices, title deeds and repairs

In Baku a new-build apartment costs about 7% more per square metre than one in an older building, but the total price differs much more because new-build apartments are larger. According to Prayk's measurement on 27 September 2026, the median price per m² is 2,894 AZN in new builds and 2,698 AZN in older buildings, while the median two-room apartment costs 209,000 and 150,000 AZN respectively. Below is a table by number of rooms and a comparison of title deeds, renovation and running costs.
Short answer: as of 27 September 2026, Prayk has 18,296 new-build and 7,748 older-building apartment sale listings in Baku. Across the latest 300 listings in each group, the median price is 270,000 AZN for new builds (95 m²) and 172,000 AZN for older buildings (68 m²); per m² it is 2,894 and 2,698 AZN. In both groups 73% of listings state a title deed, but "no deed" is stated explicitly in 13% of new-build listings and 1% of older-building listings. People choose new builds for more space, a modern building and higher rents, and older buildings for a lower total budget, ready paperwork and an established neighbourhood.
How big is the price gap between new and older buildings?
The table shows Baku medians calculated from the 300 most recent sale listings in each group. The median is the middle price: half the listings are cheaper and half are more expensive. We do not give a median for segments with fewer than 15 listings.
| Rooms | New build: median price, AZN | New: AZN/m² (area) | Older building: median price, AZN | Older: AZN/m² (area) |
|---|---|---|---|---|
| 1 room | — (8 listings) | — | 118,500 | 2,950 (36 m²) |
| 2 rooms | 209,000 | 2,968 (68 m²) | 150,000 | 2,792 (55 m²) |
| 3 rooms | 310,000 | 2,894 (110 m²) | 200,000 | 2,644 (80 m²) |
| 4 rooms | 528,000 | 2,784 (178 m²) | 237,500 | 2,339 (110 m²) |
| All | 270,000 (210,000–383,500) | 2,894 (95 m²) | 172,000 (145,000–223,000) | 2,698 (68 m²) |
The key finding: the gap in price per m² is 6% for two-room apartments, 9% for three-room and 19% for four-room. The large gap in total price comes mainly from floor area: the median three-room new build has 110 m², an older one 80 m². So "the same number of rooms" does not mean the same apartment; compare per m². One-room apartments in older buildings have the highest price per m² (2,950 AZN): in a small flat the fixed elements (kitchen, bathroom) are spread over less space.
Is there a difference in title deeds?
According to what sellers state in their listings, 73% of listings in both groups have a title deed (extract from the state register). The difference lies in the rest:
- New builds: 13% of listings say "no deed" and 14% give no information. These are mostly buildings under construction or recently completed.
- Older buildings: only 1% of listings say "no deed", and 26% give no information.
Whether a new-build apartment gets a deed depends on who builds it. According to the State Service for Property Issues, for a building constructed by a limited liability company (MMC), you first need to find out whether the company's ownership of the building is recorded in the state register; if it is, a notarised sale contract is signed between the company and the buyer, and on that basis the owner can obtain a deed in their own name. With a housing construction cooperative (MTK), the first check is whether the building has been accepted into operation; the deed then requires a decision of the MTK members' general meeting and a financial certificate showing the share contribution has been paid. We cover the risks separately: buying an apartment without a deed.
Renovation: where should you expect extra costs?
Based on the "repair" field in listings, 15% of new-build apartments are sold without finishing, while older-building listings almost never say so. "Medium repair" is stated for 62% of new builds and 71% of older buildings; "excellent condition" or "newly renovated" makes up 5–7% in both groups.
- In a new build without finishing, add a full renovation budget (plaster, floors, plumbing, wiring, doors) to the price. For planning: renovation budget.
- In an older building, "medium repair" is often a renovation done years ago. Check the wiring, water and sewage pipes and windows on site; the hidden costs are here.
How do utilities and running costs differ?
Prayk has no measurements for this section; these are the questions buyers ask most often:
- Heating. Ask whether the apartment has its own gas boiler or central heating, and find out the winter gas costs from the previous owner.
- Lift and common areas. Some new residential complexes charge a monthly service fee (cleaning, security, lift). Ask in writing for the amount and what it covers.
- Age of the building. In an older building you may face shared costs with neighbours for the roof, facade, stairwell and common pipes.
- Rental income. If you plan to rent it out: among the latest 100 rental listings in Baku, the median rent is 1,000 AZN for new builds (78 listings) and 600 AZN for older buildings (21 listings). Full calculation: buying an apartment to rent out.
Which should you choose: a quick comparison
| Criterion | New build | Older building |
|---|---|---|
| Median price (Baku) | 270,000 AZN | 172,000 AZN |
| Median price per m² | 2,894 AZN | 2,698 AZN |
| Typical area | 95 m² | 68 m² |
| "No deed" stated | 13% of listings | 1% of listings |
| Sold without finishing | 15% of listings | almost none |
| "Mortgage eligible" stated | 37% of listings | 27% of listings |
| Median monthly rent | 1,000 AZN | 600 AZN |
"Mortgage eligible" is what the seller states in the listing; the bank decides whether the apartment meets its mortgage conditions.
Checklist before a viewing
- Calculate the apartment's market value with "What's my home worth?", specifying building type, repair and title deed.
- Check the listing with the "Check a listing" report on the listing page: price history and market comparison.
- See the deed and compare the name with the seller's ID; for a new build, ask about the building's paperwork.
- For an unfinished apartment, add the renovation estimate to the price and compare again.
- Ask about the types of utilities, any service fee and recent monthly bills.
- If nothing suitable turns up, save your search in the Apartments section and turn on new-listing alerts.

Sources and methodology
The figures come from Prayk's open catalogue API on 27 September 2026: "Real estate → Apartments" section, city Baku, operation "sale", property type attribute "new build" or "older building". The listing counts (18,296 and 7,748) are the API totals; price statistics are based on the 300 most recent listings in each group (excluding erroneous prices below 10,000 AZN: 1 new-build and 3 older-building listings). Medians and 25th–75th percentiles use only listings priced in AZN; price per m² is price ÷ area for listings of 15–500 m². Shares for deeds, repair and mortgage eligibility come from fields the seller filled in. The rent comparison uses the 100 most recent monthly rental listings in Baku. We do not publish a median for segments with fewer than 15 listings. These are asking prices. For price trends see our apartment price report.
